Valhalla School Budget: Breaking it Down for Voters

VALHALLA, N.Y. – Residents of Valhalla, North Castle and North White Plains will vote on a 2012-13 budget totaling $43 million and a contested election for a seat on the Board of Education in the Valhalla Union Free School District.

The adopted budget, which stays within the state mandated 2 percent tax levy cap, includes reductions of just more than $600,000. These cuts include the elimination of a third grade section at Kensico Elementary School and a part-time music teacher at Virginia Road Elementary School, both because of decreased enrollment for next year, according to Superintendent Brenda Myers. Valhalla will also eliminate district chaperone positions and a data-analysis position. But a health aide and a new special education teacher as part of a new classroom at the Virginia Road were added.

The estimated annual tax rates vary based on the average assessed household. In Greenburgh, tax rates will rise by 3.7 percent to about $545.70. In Mount Pleasant, tax rates will rise by 5.1 percent to $1,216.74. In North Castle, the tax rate will decrease by 2.1 percent, dropping it to $809.07.

Voters will also select a member of the Board of Education. James Adams is challenging William Rosenberg for the seat vacated by Brian Macken.

This is Adams’ first time running for the board. He is a 15-year resident of Valhalla with a son currently in the Valhalla Middle School. Rosenberg is president of the Valhalla Board of Education. Robert Ierace will run uncontested for a seat vacated by William McGuinn. Ronald Cavallo will run uncontested for a seat vacated by Rosenberg.

If the adopted budget is not passed through by a second vote, the district will be forced to move to a contingency with a 0 percent budget-to-budget increase and an additional cut of $769,019 from the budget.

Polling locations will be located at the Kensico School at 320 Columbus Ave. in Valhalla, the North Castle Community Center at 10 Clove Road in North White Plains and the Virginia Road Elementary School at 86 Virginia Road in North White Plains.  Polling places will be open from 6 to 8 a.m. and from 2 to 9 p.m.
